Episode 23: Decision
Just like any action movie or series, Phantom is already on its MOST exciting part.

Elen and Reiji resume their "normal lives" as students once more until Cal takes a personal visit to Mio. Telling her to ride with her, Cal meets up with Lizzie. However, she points her pistol at Cal and tells her to get away from Mio. After taunting Lizzie on whether she would really shoot her after taking out the pocket watch given to Cal by Reiji years ago when he held the codename Phantom by Inferno, Cal takes aim and shoots at Lizzie before driving away and leaving her to die. Reiji receives a phone message with threats from Cal. Meanwhile, Shiga visits Scythe and angrily yells at him for having dragged Mio into this mess after seeing the corpses of his men at the Mio residence. Scythe assures Shiga that he would take care of Cal himself, informing him that he had summoned reinforcements to take care of the problem.
It was kinda predictable that Cal would take Mio as a hostage. It was the most villain thing to do in that situation. Strategically speaking, this is also the most suitable way to deal things especially that Cal has already betrayed Inferno and Reiji and Elen has used Mio to their advantage. Because of this event, Reiji and Elen would be operating independently since Elen made clear the Cal's only target is Reiji and Reiji alone.
Another thing is that Lizzie died. Though Lizzie is just a supporting character, her presence greatly influencnes the development of Cal, Reiji and Elen. Anyway, when she confronted Cal, Lizzie is merciful with her. She has a soft spot for her and didn't intend to shoot her. In the very last second of their duel, she removed her finger from the trigger and has no plans to shoot the young phantom. Perhaps, she is still thinking that she can still talk some sense to Cal but her attempts are futile as Cal is already all out to challenge Reiji.
Mio, on the other hand is held hostage by Cal and Cal also took the liberty of revealing Reiji's true identity much to her surprise. Since Cal's betrayal already reached Inferno and of course Shiga is panicking because her lovable sister aka as "brother's memento" is on danger. He rushed into Master's place and Master promised that he will handle the situation with his ultimate weapons.
Meanwhile, Elen and Reiji are also preparing to move. Elen says that they are not yet cornered. She tells Reiji to control his emotions since those who cannot do so will surely...die.
